The paper above was presented to all the trade magazines and links to it were posted on all the locksmithing forums. The response was overwhelming and resulted in not only a major discussion with solutions offered, but with ALOA re-examining their Technical Standards policy, including the section referred to in the paper, and revising it. (In fairness, they probably re-examine it periodically and the timing could have been coincidental, though the paper was discussed in relation to it prior to the changes being made.)

Solution One: Slightly over 75% of the locksmiths involved in discussion on the topic stated that if the key were clearly identifiable as belonging to an institution practicing institutional level key control (as opposed to the necessity of patent protected level key control or high security level key control, though all felt these are a good investment and should be implemented wherever and whenever possible) and were NOT on a clearly residential quality lockset's keyblank, they would respect the Do Not Duplicate or Do Not Copy Stamping.

Solution Two: ALOA modified their Technical Standards policy, and the revised version states:

"Assumption of Authority: For individual, personal property or unrestricted locks, keys, or other qualifying device, the possession of a the qualifying device itself establishes the authority to order duplicates or recombinate cylinders operated by such devices, unless the cylinders or systems are found to be master keyed (see 10) or of a restricted type (see 12), or unless the service technician suspects some wrongful intent. (See 9).


Note that it states that it applies to locks owned by individuals which are their personal property (unless the locks are restricted by law) and NOT to locks that are a part of an Institutional Master Key system.
